Tom Scully is senior counsel in Alston & Bird's Washington, DC, office, where he specializes in healthcare regulatory and legislative issues. He also advises clients on health policy and related strategies.

Before joining the firm, he was Administrator for the Centers for Medicare & Medicaid Services from 2001 to 2004, having been appointed by then President George W. Bush and confirmed by the US Senate. The Centers for Medicare & Medicaid Services is responsible for managing the Medicare and Medicaid programs as well as other health benefits services.

Mr. Scully has been active in the area of healthcare law and policy for more than two decades, working in the first Bush administration in the Office of Management and Budget. He holds a law degree from Catholic University and a bachelor's degree from the University of Virginia.
