Luppo Kuilman is a lecturer at the MPA program at the Hanze University Groningen in the Netherlands and a PhD candidate investigating the deployment of PAs in the Netherlands. He also is coordinator of international affairs for the MPA program at Hanze University, with a strong orientation toward globalization of the PA workforce.

He is also an assistant professor at the University of Kentucky and is a visiting lecturer/researcher at the bachelor PA program at the Central University College in Ghana, Africa.
