Joseph Harrison, PhD

    Dr. Joseph Harrison, Jr., is chief of Civilian Human Resources Division in the  Recruitment and Retention Branch of the US Army Medical Command (MEDCOM), launched in April 2008. Dr. Harrison leads the development and execution of plans to maintain a highly visible recruitment program to stimulate interest and attract qualified applicants for a variety of hard-to-fill medical occupations for the civilian medical corps.

    Dr. Harrison is a retired United States Air Force Medical Service Corps Officer. Since retiring from active duty, he has held positions as assistant director of human resources at San Antonio State Hospital, and director of human resources at Compass/Mission Vista Hospital, and the TRUE Research Foundation in San Antonio, Texas. Prior to retiring from active duty at Wilford Hall USAF Medical Center, Dr. Harrison's team conducted a business case analysis for the primary care and subspecialty clinics, which was instrumental in the military's initial acceptance of TRICARE Senior (Medicare) patients.

    From 2002-2005, Dr. Harrison served as a  civilian with the USAF in the Force Development Transformation Laboratory and Reengineering Division. Dr Harrison received his PhD in human resource development from Texas A&M University.  Additionally, he holds a master's degree in public administration from Troy State University, and bachelor's degrees in business management from the University of Maryland and psychology from Baldwin-Wallace College.

    Dr. Harrison is an adjunct faculty member with the University of Phoenix, Webster University, and Park University. He is a member of Phi Kappa Phi Honor Society, Delta Kappa Pi Honor Society, the International Public Management Association for Human Resources, American Society for Training and Development, Society for Human Resource Management, and the San Antonio Human Resource Management Association.
