Service demand has risen while outpatient capacity has remained limited: increased identification and referrals are outpacing clinic availability. Spending growth is concentrated in home health and outpatient settings, signaling a change in where care is delivered and in unit costs. Clinically, this pattern increases reliance on higher-cost options or acute care when routine outpatient access is constrained, and families facing higher out-of-pocket costs are more likely to delay or forgo care.

Telehealth expanded sharply, with a 99% increase in telehealth utilization for pediatric behavioral health from 2020 to 2022, establishing remote delivery as a major channel. Virtual and digital interventions can speed early behavioral triage and lower indirect costs such as travel and missed work for caregivers. Scalability and inconsistent reimbursement, however, limit uniform uptake; digital tools will reduce access barriers only if paired with sustained funding and clear payment models.
